Translation

We observe that they do not yield in all things, for your soldiers are of the division among us. They have come as if to Syria and have become known among us as they have come to the [place].

To our most holy lord [the Emperor] Marcus Aurelius, invincible, letters of yours which [are] to be sent to the soldiers of the division of Palmyra, to induce them into their camp without delay and to take care henceforth that they act according to discipline.
