πρότερον μὲν ἀποχὰς ἀλλήλοις

τὰς ἐπʼ ἐμοῦ περὶ τούτων γενομέ-
νυνεὶ

Prefect of Egypt, says:
Previously, I commanded that allowances be made to one another
regarding the disputes that arose concerning these matters, now

I command that a comprehensive account be provided
of all things given or accounted for in the public domain,
whether in kind, in silver, or in physical labor,
or in any other manner, I command that allowances be made to one another
for those giving and those receiving, and I will investigate
(*)
if anyone does anything other than this.
And also, some have complained

that they themselves are offering the books to those to whom they owe
(*)
but do not wish to receive from them
in order to escape the penalty by the fear of the fine,
they may

provide testimony
regarding those who are not being approached

Prefect of Egypt, says:
Previously, I ordered that receipts be mutually provided concerning written records, due to disputes that arose during my administration regarding these matters. But now, in general, concerning all payments or reckonings whatsoever made to the public treasury—whether in kind, in money, in bodily labor, or by any other means—I command that receipts be mutually provided by both those who give and those who receive. I will impose penalties if anyone acts otherwise. Since some have also complained about this, claiming that although they themselves offer the documents to those to whom they owe, the latter refuse to accept them, intending to gain delay through fear of penalty, those who offer but are refused will be able to produce testimony against those who refuse acceptance, so that those individuals may suffer the appropriate punishment for their disobedience.
