If anyone does otherwise, the action taken shall be invalid, and the one who proceeds shall immediately pay a penalty of five talents of copper and twenty drachmas of silver of official coinage sacred to the kings, and nonetheless it shall be compulsory for them to act according to the aforementioned terms.
