Hadrianus Sallustius, the most distinguished governor of Egypt, says: having been commanded by those who have deliberated, each in the most illustrious city of Alexandria, from the second year of the reign of Aurelius among the gods, while they were not only residing in the city but also in all the laws of Egypt, to bring a talent for the equipment of the warm baths, I have declared through writings that I will announce certain events according to the residence, and through this decree, to proclaim that they should reveal themselves as present here, if they are registered, and to establish the divine [law] according to the public accounts of the city, knowing that if they do not reveal themselves within thirty days of the census and the registration, they will be considered as having lost their civic rights. They are to be counted as belonging to the common [people] and the command of the governor, having fulfilled [the requirements].
