"There are the laws established concerning those merchants or those who are involved in the pledging of properties or households or slaves or other pledges, lending not more than one percent interest, and this should be safeguarded in the documents, without being subjected to the assaults of the most reckless in the registration of possessions. Therefore, let the laws be enforced, and I command all to safeguard the law, and to those who attempt to demand more than one percent interest, let it be the same as for the existing capital."
