the proconsul says: "Now, hearing in my presence,
I consider it necessary to declare that I do not wish
to have ships or beasts of burden seized,
unless it is by the order of Baebius,
my friend and secretary, nor to seize hospitality.
For if it is necessary, Baebius himself will distribute
the hospitality justly and fairly. And concerning the ships
or pairs of beasts of burden that are being requisitioned,
I command that the wages be paid according to my decree.
Those who oppose should be brought before my secretary,
who will either prevent the private individuals from being wronged
or will report to me. I prohibit the beasts of burden
that are running through the city from being seized by force.
For this is already the work of acknowledged robbery.
