διὰ τῆς χώρας πορευομένους πλοῖα καὶ κτήνη καὶ
ἀνθρώπους αἰ̣τ̣ε̣ῖν παρὰ τὸ προσῆκον, τὰ μὲν αὐ-
τοὺς π[ρ]ὸς βίαν ἀποσπῶντας, τὰ δὲ καὶ κατὰ χάριν

Marcus Petronius Mamertinus,
Prefect of Egypt, says:
I have recognized many of the soldiers traveling through the country without a double (escort),
seeking ships and cattle and people from what is appropriate, some of them forcibly taking,
others receiving either as a favor or as a service

from the generals,
from which there arises for the private individuals both insult

and injury, while the military is slandered for greed and injustice.
It has happened that I command the generals and royal officials to simply not provide anyone

without a double escort, nor one of those who are

giving neither by sea nor by land, as I will punish anyone who is caught
after this decree taking or giving anything of the aforementioned.

I have learned that many of the soldiers, traveling through the country without a diploma (official authorization), demand ships, animals, and people beyond what is proper, some forcibly seizing them, others obtaining them through favor or indulgence from the strategoi (local commanders). As a result, private citizens suffer insults and abuses, and the military is accused of greed and injustice. Therefore, I strictly command the strategoi and royal officials not to provide anyone at all with anything intended for escort without a diploma, neither to those traveling by ship nor to those traveling on foot. If anyone is caught after this decree either receiving or giving any of the aforementioned items, I will punish them severely.
